The City of Bloomington was incorporated in 1950. The first mayor was David L. Perry, and the council was formed from six wards of the city. The commission form of government was briefly adopted between 1914 and 1922, when the aldermanic form returned. In 1952, the city adopted the council/city manager style of government.
