In May 1999, the City of Bloomington created a semi-independent commission with city funding. The group secured a director and began work in early 2000, focused on developing Downtown Bloomington. The group was to represent all downtown constituencies. It proposed a plan for a cultural district, complete with new outdoor festival site, to be funded with additional sales tax revenues. The organization also worked on the appearance of building exteriors and plans to maintain the Scottish Rite building.

The group merged with the Downtown Bloomington Association in July 2005.

This collection is comprised primarily of materials for the board meetings, including minutes, agendas, and handouts such as activity reports, correspondence, etc. from June 1999 through October 2001.
